About the skill

What it does

For a specific export shipment it generates and audits the complete pre-shipment document set. It first detects the preferential regime from destination + product type via a decision tree: industrial good to the EU → Customs Union path (Decision 1/95) → primary document A.TR Movement Certificate (a free-circulation status, not origin); agricultural/ECSC good to the EU or a PEM-FTA country → EUR.1 / EUR-MED or origin declaration; non-FTA country → non-preferential Certificate of Origin. It then lays out core + conditional + product-specific documents in a matrix (Commercial Invoice, Packing List, transport document, insurance, prior permits, ATA Carnet…), flagging each as required/conditional/unnecessary.

If a preferential-origin claim exists, it runs the PSR (Product-Specific Rules) test: wholly obtained, change of tariff heading (CTH), or value-added threshold. The revised PEM (2025) raised the non-originating ceiling for industrial goods from 40% to 50% and general tolerance from 10% to 15% — the skill applies these current thresholds and writes any unverifiable ratio to gaps. It then runs cross-consistency checks (invoice ↔ packing ↔ transport quantities/weights; HS code ↔ origin document; Incoterm ↔ insurance) and, if an L/C is present, a UCP 600 strict-compliance discrepancy scan. Output: a 0-100 Document Compliance Score plus a Ship-Ready / Conditional / Risky verdict, document checklist and action plan.

When to use it

When, for a single consignment, you need to know which documents to prepare, whether you have a preferential-origin right, A.TR vs EUR.1, whether anything is missing or contradictory, and whether you'll get stuck at customs or the bank. For L/C document-list audits, temporary fair/sample exports (ATA Carnet), or a final pre-shipment check of an export file.

Method / frameworks

It chains five named trade frameworks: Incoterms 2020 (ICC), WCO Harmonized System + TR GTIP, EU-TR Customs Union (Decision 1/95) + PEM Convention (A.TR vs EUR.1/EUR-MED), PSR rules of origin (wholly obtained / CTH / value-added), and UCP 600 L/C strict compliance, with REX (€6,000 EU preferential threshold) as a reference. It is decision-support, not a substitute for a customs broker's final approval; date-sensitive thresholds are verified and anything unverifiable is written to gaps.
