About the skill

What it does

Matches a grant/fund call against a project/company profile and answers — with evidence — "can we apply, what's missing, how much support, what's the rejection risk." It anchors judgment to named frameworks rather than intuition:

  • Eligibility Gate Model — preserves the EU/TÜBİTAK split between admissibility (on time + complete + correct format) and eligibility (applicant type, scope). Five mandatory conditions are tested as hard gates (pass/fail): applicant_eligible, scope_match, trl_in_range, deadline_open, de_minimis_ok. If any fails, the verdict is INELIGIBLE regardless of score.
  • Eligible-Cost Taxonomy — EU Grant Agreement Annex / TÜBİTAK Financial Reporting Guide / KOSGEB cost categories. Each budget line is classed eligible / partial / ineligible (full equipment purchase vs depreciation, VAT, out-of-period costs).
  • State Aid / De Minimis (EU Reg. 2023/2831) — ~EUR 300,000 ceiling per undertaking over a rolling 3 fiscal years; prior aid must be declared; ceiling breach is a critical finding.
  • TRL 1–9 scale — declared maturity is compared against the call's accepted range.
  • Compliance Gap Matrix — one row per required condition; Met/Partial/Missing/Unknown; Unknown ≠ Met. Each gap yields an action + responsible document + criticality.
  • Co-Financing / Cash-Bridge test — support rate + co-financing + the cash gap from late/partial grant disbursement are tied to feasibility.

Eligible support is min(eligible_cost × rate, call_cap, de_minimis_remaining) — the smallest of the three caps binds.

When to use it

For call-vs-project eligibility and missing-document questions: "can we apply to this call?", "what's missing for TÜBİTAK 1501?", "which budget line is ineligible?", "do we meet the Horizon TRL bar?", "what's the rejection risk?". Produces a pre-submission go/no-go and a fix-list for project offices, accountants, grant consultants and R&D financial leads.

Method / frameworks

Two-layer scoring: hard gates (pass/fail) first, then a weighted 0-100 score — Document completeness (30), Budget eligibility (25), TRL & technical fit (15), Co-financing capacity (15), Track record / debt clearance (10), Writing quality (5). Verdict thresholds: ≥80 STRONG-FIT, 60-79 CONDITIONAL, 40-59 WEAK, any hard-gate FAIL → INELIGIBLE. This is decision support; the awarding body gives final eligibility, and current call documents govern critical decisions.
