What it does
It audits a product label, packaging artwork, or recipe formulation article-by-article against the Turkish Food Code (TGK) and, before launch, shows exactly which item must be fixed in a citation-backed non-conformity file. Judgement is bound to four named frameworks, not intuition:
- TGK Food Labeling & Consumer Information Regulation (Official Gazette 26.01.2017/29960; harmonized with EU Reg. 1169/2011 "FIC") — checks the full presence of mandatory particulars (legal name, ingredient list in descending weight order, QUID, net quantity, use-by/best-before, storage, food business operator, nutrition declaration) with a present/absent/incorrect triage.
- TGK Nutrition & Health Claims Regulation (harmonized with EC 1924/2006) — tests every label claim against the real formulation value using the Annex-1 conditions table; a claim whose condition fails is unlawful.
- Codex Alimentarius CXS 1-1985 + the 14-allergen cross-reference (Annex-2) — separately audits whether an allergen is present in the ingredients AND whether it is emphasized on the label.
- HACCP "label as a control point" — the label is a food-safety control point; each non-conformity is assigned a consumer-health / misleading-trade / formal-omission severity.
Computed thresholds (e.g. protein) are verified by formula (protein_energy_share = protein_g×4 / energy_kcal; ≥12% "source of", ≥20% "high in"). The result is a 0-100 Compliance Score plus a verdict; if there is ≥1 allergen-emphasis violation or an unlawful health claim, the verdict is capped at "Re-approval required" even with a high score (gating).
When to use it
- Pre-market screening of new packaging / label artwork before launch.
- Claim-eligibility check: which claims a given recipe can legally carry.
- Suspected allergen / nutrition / use-by vs best-before mismatch on an existing product.
- Verifying a label's TGK conformity (domestic reference) ahead of export.
⚠️ It produces an advisory technical pre-audit; it does not replace official food control/approval. The final decision rests with the Ministry of Agriculture and Forestry.
